Gorgeous photo! I stumbled across this when I was looking for photos of Maricopa Point. 

What day were you here? My fiance and I were there January 21 and it looks almost identical to the day we were there... except we battled a blizzard in the beginning!

Thanks for stopping by. There are a couple of things going on here to give me the long exposure. The first is my ISO setting of 100. The second is the time of day. This was shot approximately 10 minutes into civil twilight. The light is still nice and there is a reflected re-light to help illumination. At this time of the day you can count on 30 second or better exposures at f11 to f13. The slower shutter speeds softens the water movement making it look somewhat like flowing ice. But the sky is still anywhere from 3 to 4 stops brighter than the foreground. To hold this I just dropped in a 4-stop hard edge split neutral density filter. This effectively holds back the light during the exposure and balances out the two parts. Having said all this I now rarely use splits opting instead for for bracketing exposures in one-stop intervals to capture the full range of light. I use the histogram on the camera to make sure I am capturing and not clipping highlights and shadows. I will then take two to three of these through RAW processing and hand blend them in PS. Most of my current work on G+ is done this way. Hopefully this helps. Please contact me again with any other questions or clarifications. Happy to help.
